cce7fb3ddf Better production cabal file loading 
We still need to load the cabal files to get them onto the system. Now
we just don't do any expensive processing.

Check out these locally when your data is generated, they demonstrate
varying readme and changelog formats.

Pity there's no standard CHANGELOG format but it's better than
