add comm center for email/letter notification overview #217

overview pages for "all sent notifications" (email or letter) and "sent email notifications"
lecturers may edit course qualification association via coure edits
course clones keep course qualification associations
user profile shows all enrolled tutorials as well as courses
fix avs numbers not shown for some users in some tables
fix avs superior email being used as userEmail/userDisplayEmail, since it is not unique
fix avs supervisor reroutes being wrong after company switches
fix some edges for userNameWidget where userSurname is not contained in userDisplayname
fix apc print id match failing on 1-3 leading/trailing characters
