AuthEmail: Fix forgot-password endpoint

This is a quick fix for PR#1524.
Currently, defining `emailPreviouslyRegisteredResponse` will prevent
`sendConfirmationEmail` from happening, even when `registerHelper` is
called from `postForgotPasswordR`.
