expected failures: remove FitSpec and Speculate

Tests of FitSpec (v0.4.10) and Speculate (v0.4.8) no longer fail to build.
They have been updated to be compatible with LeanCheck v0.9.6.

Re-enable prometheus-metrics-ghc & wai-middleware-prometheus
...
These two libraries were disabled referencing fimad/prometheus-haskell#39 which was fixed in 2018. It looks like they were never re-enabled in stackage.
I also just ran tests for both of these packages using lts-17.14 and nightly-2021-06-01, both compile and tests pass with no issues.
